ST_UCLC

The ST_UCLC routine converts upper-case characters in a
            string to lower case.  The input and output strings
            may be the same variable.

   Input parameters:
      STRING          CHAR*           String

   Output parameters:
      OUTSTR          CHAR*           String in upper case
      IRET            INTEGER         Return code
                                       0 = normal return
