PR_DRCT

The PR_DRCT function computes DRCT from Ux and Vx, both of which
            must be either meters/sec or knots. 

USAGE:   PR_DRCT(UX,VX)

   Input parameters:
      UX              REAL            U component of velocity
      VX              REAL            V component of velocity

   Output parameters:
      PR_DRCT         REAL            Wind direction in degrees
