80 character limit for full file names including the path
   r2_cdas_sfc has a limit of 80 characters for filenames
   This affects reading various fix files. This limit may 
   affect other programs.
The $PACKAGEROOT has to be of the form (...)/cdas2.$version
   $PACKAGEROOT cannot be too long otherwise the file names
   may exceed the 80 character limit.
