Before modifying for GFS O3 handling,
this PRDGEN version can handle hour-centered
Kh from ETA_POST by looping through meso.AQFETA(n)
and meso.AQFETA(n+1)
On March 2nd 2004 handle machine-binary ACONC files
   (1) swap in nameval.c; readdata_module.f; getinfo_module.f
   (2) get getstart_module.f and modifies it from 
        -- nfsuser/g01/wx20dw/mytools/diff
derived and condensed, can see private note "aqmpost_v_diff"

Plan on adding output for aerosol species over most
vertical layers at designated times
