How to add a basin:

Step 1: Place the ???dta file in  /mdl_sloshbsn/topobath

Step 2: Add a .llx file for it in /mdl_sloshbsn/llx
   To create an .llx file, see:
   "http://slosh.nws.noaa.gov/svn/marine/slosh_util/scr/llxgen"

Step 3: Make sure there are entries in basins.dta/ebasins.dta/hbasins.dta

Step 4: Create Masks
   To create the mask, see:
   "http://slosh.nws.noaa.gov/svn/psurge/psurge/src/makeMask"
   Make sure that "makemask.bnt" is updated before running.

Step 5: Update ocean.txt file
